Can I Use My Hope Scholarship to Attend College Out of State?

The short answer is No.  The long answer starts with reviewing what the actual Georgia law says on the subject.

Based on Georgia Code title 20, Chapter , Article 7:

With respect to eligibility requirements for the Georgia Hope Scholarship:

An eligible postsecondary institution is defined by the legislation as:

1) A unit of the University System of Georgia, or…

2) A branch of the Technical College System of Georgia, or…

3) A private nonprofit, postsecondary institution eligible for tuition equalization grants according to
provisions found in Code section 20-3-411 which says:

A nonproprietary institution of higher education located in this state which is not a branch of the university system; which is accredited by the Southern Association of Colleges and Schools

And…

A qualified proprietary institution of higher education located in this state which is a baccalaureate degree-granting institution of higher education; which is accredited by a regional accrediting agency recognized by the United States Department of Education; which is not a Bible school or college
The key words in the legislation being “in this state”.  Which means that any institution not “in this state” is, therefore, not eligible as a college or university for a student receiving the award.

So, there you have it the long answer to the short question is also No, the hope scholarship is only for attending eligible colleges/institutions in the state of Georgia.

For those of you in Tennessee, the answer is the same, you must attend an eligible institution in the state, but the actual law that it is based on is different, of course.

My daughter graduated from Lambert HS in Forsyth coutty, GA with w 4.07 GPA she is attending USC in Columbia and will have a 3.6 GPA can she get the Hope starting in 2013 for a Georgia school?

Sorry for the delayed response. The way that I read the law behind the Hope Scholarship implies that your daughter is eligible as long as she meets residency requirements for the state of Georgia. The GPA to determine hope eligibility will now be the GPA from the college transfer credits and not the High School GPA. I would recommend that you talk to the admissions office of the school she will be attending in GA and confirm any additional requirements.
