id="more-511"></span></p><p><strong>Tennessee Hope Scholarship FAQ (frequently asked questions):</strong></p><p><strong>Do I have to reapply every year to continue to receive my award?</strong></p><p>Yes.  Students must complete the Free Application for Federal Student Aid (FAFSA) each  year.  The application can be found at <a
href="http://www.fafsa.gov/">www.fafsa.gov</a>.</p><p><strong>Do I need to maintain a minimum grade point average (GPA) to retain my award?</strong></p><p>Yes.  To continuing receiving the HOPE Scholarship, you must maintain satisfactory academic progress and achieve a cumulative GPA of 2.75 after attempting 24 and 48 semester hours.  After attempting 72 semester hours or any multiple of twenty-four (24) semester hours, a student can maintain the award in two ways:</p><p>• score an overall GPA of at least 3.0 or</p><p>• if your total GPA is between 2.75-2.99 and your semester GPA is 3.0 or higher in the previous semester then you can keep the award on a semester-to-semester basis.  Under these conditions, students must keep full time enrollment and  eligibility is monitored after each semester (but not for the summer semester).  However, students that match these guidelines and enroll full time for the summer will have eligibility checked upon the close of the summer semester. Students that win the HOPE Access Grant ca  keep the award for each semester until they have attempted 24 semester hours.  If students complete the HOPE Scholarship renewal criteria discussed earlier then their award will convert to the HOPE Scholarship.  Students that win the Wilder-Naifeh Technical Skills Grant and are attempting a certificate or diploma must achieve satisfactory academic progress and have to be continuously enrolled every semester until granted a certificate or diploma from the Tennessee Technology Center.</p><p><strong>How will my eligibility be affected if I drop a course(s)?</strong></p><p>First, do not drop a course without discussing your situation wth the financial aid office at your school.  Your full-time (12+ hours) or part-time (6-11 hours) enrollment notice,  as of the institution’s census (or status counting) date, is  the enrollment status you must maintain during the semester.  If you drop a course(s) and do not have a documented, approved medical or personal reason, you might permanently lose your HOPE Scholarship eligibility.</p><p><strong>If I  take a semester off, how will my award be affected?</strong></p><p>Every award winner must complete continuous enrollment at an eligible postsecondary school.  This requires that students be enrolled at a minimum part time for the fall and spring semesters to receive the award.  Enrollment in the summer semester is not a requirement condition.   Although students enrolled in less than six (6) credit hours will maintain continuous enrollment, they are not qualified for an award.   It is recommended that students receiving the Wilder-Naifeh Technical Skills Grant should check with their institution with respect to continuous enrollment conditions as enrollment in the summer term might be required for their program of study.</p><p><strong>If I lose my award, can I regain it?</strong></p><p>Yes, you can.  Students who fail to match the renewal conditions and drop the HOPE Scholarship can again win the award one time by completing the renewal requirements listed above at a benchmark.  Students cannot appeal to rewin the HOPE Scholarship if their GPA drops under the renewal conditions.  Students who no longer win the award because of a nonacademic reason such as not maintaining continuing enrollment or modifying their enrollment from full time to part time, or part time to less than part time, are not able to regain the award except an appeal is approved by the post-secondary institution or TSAC.  For further information concerning the appeal process, contact your school.  Students who drop the Wilder-Naifeh Technical Skills Grant cannot receive future awards.</p><p><strong>How long can I receive the HOPE Scholarship?</strong></p><p>Students who achieve all conditions to maintain the HOPE Scholarship may win the award until the student has earned a baccalaureate degree  or five (5) years have passed from student’s initial enrollment at any post-secondary institution.</p><p><strong>How will my grade point average be calculated for eligibility of the HOPE Scholarship?</strong></p><p>All courses attempted post high school graduation shall be used in the grade point average calculation.  Students may retake one (1) course one (1) time and use the higher grade achieved; however, both courses attempted are used in the attempted hours total for eligibility requirements.</p><p><strong>How can I qualify for the Wilder-Naifeh Technical Skills Grant each year?</strong></p><p>Students must make application each year by completing the FAFSA, maintain unbroken enrollment in a certificate or diploma program at an eligible Tennessee Technology Center, and complete satisfactory progress.  No minimum number of enrollment hours is required to hold the Wilder-Naifeh Technical Skills Grant.  Prior HOPE Scholarship recipients cannot be awarded this grant.  Wilder-Naifeh recipients who finish their diploma may be eligible for a HOPE Scholarship if initial eligibility requirements were achieved at high school graduation.   For a complete list of eligible institutions, please visit <a
href="http://www.tn.gov/CollegePays/mon_college/eligible_instut.htm">http://www.tn.gov/CollegePays/mon_college/eligible_instut.htm</a>.</p><p><strong>If I enroll less than full time, will my award be less?</strong></p><p>Yes.  HOPE Scholarship winners who are enrolled less than full time will receive a smaller amount.  Students enrolled in 9-11 hours will receive ¾ of the award and students enrolled in 6-8 hours will receive ½ of the award.  Students enrolled less than 6 hours are not eligible for an award.  Your enrollment status is based on the institution’s census date.  Students receiving the Wilder-Naifeh Technical Skills Grant will receive a reduced award if they are enrolled less than full time or are not enrolled for a full academic term.</p><p><strong>Where can I use the HOPE Scholarship?  </strong></p><p>The HOPE Scholarship can only be used at an eligible postsecondary institution in the state of Tennessee.  Here is a complete list of <a

Students who decide to attend an out-of-state institution cannot receive the award.</p><p><strong>If I change schools, how do I transfer my award?</strong></p><p>If you move to another eligible postsecondary institution, you can take your award in one of two ways.  You may complete a Change of Institution Request Form which can be found <a

rel="nofollow" href="/">Hope Scholarship</a>.</p> ]]></description> <content:encoded><![CDATA[<p>Although the 2011-2012 Tennessee legislative session is not over, the dust seems to be settling on the life expectancy of bills introduced for changes to the <strong>Tennessee Hope Scholarship</strong>.   The push to make it harder for eligible students to earn a full lottery-funded Hope Scholarship &#8212; approved by the state Senate two weeks ago &#8212; ended Monday when the House sponsor, Rep. Harry Brooks, R-Knoxville,  indicated he won&#8217;t seek its passage this year due to little support in a Senate Subcommittee.</p><p><span
id="more-434"></span></p><p>The special Senate committee appointed by Senate Speaker Ron Ramsey, R-Blountville, to consider how to deal with yearly operating deficits in the hope scholarship program since the legislature increased the program four years ago.  But that committee, chaired by Sen. Dolores Gresham, R-Somerville, prioritized more on the program&#8217;s financial deficits and ignored the fact that it has  $390 million or more in reserves that are sufficient to fund the program well into the next 10-15 years even without any changes.</p><p>Gresham sponsored the bill through the Senate with Ramsey&#8217;s approval, and it passed the Senate 20-10 on April 16 mostly along party lines, with Republicans in support and all but one Democrat, Sen. Douglas Henry of Nashville, against.</p><p>The Senate bill required students to achieve both ACT and GPA standards to qualify for a full $4,000-per-year Hope grant, beginning with freshmen entering college in the fall of 2015, if the lottery&#8217;s funds for education did not set new records each year, independent of whether deficits existed or not. Students who met only one but not both of the standards would be eligible to receive only half of a scholarship instead of a full scholarship.</p><p>The Tennessee Higher Education Commission determined that about 5,257 less students would have met the requirements  for the full scholarship in the first year, and that lower-income students and minority students would have been disproportionately affected.</p><p>The Senate-passed bill would also make different requirements for home-schooled students to win full Hope Scholarships than students in traditional  schools if the proposals had gone into effect in 2015. There is no grade-point average minimum for home-schoolers in current law nor in the bill. The Senate bill would have proposed home-school students to achieve a minimum 21 ACT score and at least 21 on two of the ACT&#8217;s four subparts.</p><p>Brooks also brought to the subcommittee that in future legislative sessions, it would be up to the finance committees to watch over the scholarship program&#8217;s finances and propose action instead of the education committees, where this year&#8217;s bill was born.</p><p>&#8220;I think the thought being that what might be good for future legislatures is to let this issue rest with Finance and if you see a financial issue, then I think it would be a point where you could recommend to Education: Look at some policy adjustments because we think there&#8217;s a financial problem. I think the leader on the finance piece has been Education and I think that&#8217;s probably misplaced,&#8221; Brooks said.</p><p>Brooks indicated that there were differences between the House and Senate over an amendment to the bill that would have activated the tougher academic requirements in 2015. Gresham&#8217;s amendment, approved by the Senate, would have  specified  lottery proceeds to set new records yearly, while the House version would have required only a $10 million improvement this year and to hold that level over the following two years.</p><p>The lottery&#8217;s education funds are currently up by more than $22 million in the initial nine months of the current fiscal year over the similar period last year, a substantial increase that the Senate bill would have required be bettered each year.</p><p>So, just as in the neighboring state of Georgia, it looks like Tennessee may be backing away from any changes to the Tennessee Hope Scholarship and taking a wait and see approach; however, unlike Georgia, Tennessee seems to have a fiscally responsible program already in place.</p><p>The post <a

/> Bill Summary</p><p>This bill changes the academic eligibility requirements for initial receipt of the Tennessee Hope scholarship.</p><p>Under present law, in order to be eligible for a Tennessee HOPE scholarship as an entering freshman, a student  meet the academic requirement to obtain the scholarship, the student must:<br
/> (1) Have graduated from an eligible high school and:<br
/> (A) Achieve a final overall weighted high school grade point average (GPA) of at least 3.0; or<br
/> (B) Attain an ACT score of at least 21 or an SAT score of at least 980;<br

class="alignleft size-thumbnail wp-image-111" title="money" src="/wp-content/uploads/2012/01/money-150x150.jpg" alt="" width="150" height="150" /></a>Although this website is currently a place for information concerning the Georgia, Tennessee, and South Carolina lottery based scholarship programs, there are a number of states with similar programs.  You will see that there is a wide range of eligibility requirements and award amounts.  However, what they do have in common is that they are all lottery funded and they are all for students from the state attending a  college or university in the state.<span
id="more-379"></span></p><p>Here is a short list of states with lottery funded scholarships.  This is not an all inclusive lists and does not attempt to describe the details of each scholarship and only covers programs for students that will attend four year state colleges full time and does not include technical schools or community colleges.</p><p>Also, please be aware that these programs can and do change every year based on changes in state law, lottery funding proceeds, and costs of tuition.  This list is based on data available for 2011-2012 school year.</p><p>The states with lottery funded scholarships include:</p><p>Arkansas &#8212; (The Arkansas Lottery Scholarship)  For high school graduates with a 2.5 grade point average or 19 on the ACT receive $5,000 per year.</p><p>Florida &#8212; (The Florida Bright Futures Scholarship)  For high school graduates scoring a 1270 or better on the SAT or a 28 or better on the ACT receive $3,750 per year. Students with a 970 or better on the SAT or a 20 or better on the ACT are awarded $2,820.</p><p>Georgia &#8212; (Georgia Hope Scholarship) For high school graduates earning a 3.0 grade point average or better get a percentage of  tuition.  For students with a 3.7 gpa and a minimum of 1200 on the SAT or 26 on the ACT, the Zell Miller Scholarship is available which funds 100% of tuition.</p><p>Kentucky &#8212; (Kentucky Educational Excellence Scholarship or KEES) For high school graduates with a 2.5 grade point average can receive at least $125 a year, with higher award amounts for better grade acheivement. Additional money is available for low-income students or those with higher scores on the ACT.</p><p>New Jersey &#8212; For high school graduates in the top 15 percent of their class.  The award gives full tuition for five semesters.</p><p>New Mexico &#8212; (Lottery Success Scholarship)  For college students who achieve a 2.5 or better GPA in their first semester.</p><p>New York &#8212; (New York Lottery Leaders of Tomorrow Scholarship) One student with at a B average or better from every high school in the state is chosen to receive a $5,000 award.</p><p>South Carolina &#8212; (South Carolina Hope Scholarship) High school graduates with a minimum 3.0 grade point average can receive up to $2800 for their freshman year in college.</p><p>Tennessee &#8212; (Tennessee Hope Scholarship)  High school graduates with a 3.0 GPA or a 21 on the ACT get up to $6,000 a year.</p><p>West Virginia &#8212; (Promise Scholarships) High school graduates with a 3.0 GPA and a 22 on the ACT receive $4,750 a year.</p><p>&nbsp;</p><p>The post <a

title="Hope Scholarship Changes 2012" href="/tips/hope-scholarship-changes-2012/">changes </a>for you.  But, whatever the changes are, the hope scholarship requirements for 2012 must be met with respect to deadlines.  Remember, the key requirement is your GPA.  Keep your GPA above the 3.0 or 3.3 level.  Second, you must complete the FAFSA and/or the Hope Scholarship Application.  If changes are made for award amounts, they will probably be retroactive to all of those already in the program since this is what was done when changes were made for the 2011-2012 school year.  So, keep in mind that even if you currently qualify for the hope scholarship, your award amount may be lower than you currently expect.</p><p>If you would like to have some influence on the hope scholarship 2012 requirements, then you, your parents, grandparents, and other family and friends of voting age should contact your legislature and let them know your opinions on changes to the hope scholarship that will affect the requirements for the 2012-2013 school year and beyond.</p><p>The post <a

id="more-271"></span></p><p>the Hope Access Grant must meet the renewable criteria for the Hope Scholarship.</p><h2>Tennessee Hope Scholarship Renewal Criteria</h2><p>Eligibility is determined and reviewed at the end of the semester that the student attempted.</p><p>The student must have attempted 24, 48, 72, 96, or 120 total semester hours.</p><p>The student must have a cumulative GPA of 2.75 after 24 hours and 3.0 after all other semester hour check points.</p><p>The student must be enrolled in fall and spring semesters maintaining satisfactory progress.</p><p>The post <a
